Still Confused about lvl 60 ranked armour

Well....i had posted a thread earlier about this, but i didnt seem to get a clear answer (maybe my questions werent clear)
well anyway i just got to 60 and was looking up the ranked armour for lvl 60 and found out here:

that u need rank IV....but from what ive heard u need rank three for the armour right?
and also, how many people have actually gotten the rank armour?
and at what lvl

    Rank 3 will get you pants and a new ring. Rank 4 will get you chest armor, new ring and new belt.

    rank 4 looks like its gonna take a while to get soooo.....i guess ill just pass on the chest piece and go for TT70

    Rank 3 is the pants
    Rank 4 is the chest armor
    All at the same NPC
    As for the second part. I'm 79 and almost have enough for Rank 4.

    The NPC is in Dreamweaver. SE part near the ship

    If u want ur rank gear when u r high enough, the key is to stay in the fb private chat room. to get rep faster do all the fbs u can.

    Fastest way is OMAs. By far, once you take into account all the waiting around, travel time, etc. FBs, when you already in the area are a nice plus, or as a welcome break from grinding.
    Too often we loose sight of life's simple pleasures. Remember, when someone annoys you, it takes 42 muscles in your face to frown, BUT, it only takes 4 muscles to extend your arm and slap that mother#$@%#^! upside the head.
