Spurs?

1. I can't seem to find them in the Item Mall... where are they?

2. Which Mounts do the Spurs apply to?

Spurs can be found in the Item Mall on the same page as the mounts.
Next to the 'Mounts' option, you will see 'Upgrade'. If you click on this it will bring up two types of Spur.

The spurs apply to every Mount in the 'Ride' page, and the horses you can buy in-game. I understand there is rare mounts which can be spurred but im not quite sure which ones.

Yes, the first Spur (Yellowish One) lowers the level from 40 to 20, and highers to speed from 8.0 to 9.0, (Polaris Snow Cub and Windsprint Panther, these have a max speed of 10m/sec. They can be spurred again, using the Galewind Spur (Green One) to reach a speed of 11m/sec.)
The Galewind Spur works on Chubbs (Elephant), The Reindeer, Vicous Raptor and the Ancestral Kirin. It lowers there level from 60 to 20, and increases there speed from 9m/sec to 10m/sec. (Chubbs, Reindeer, Raptor and Kirin have a max speed of 11m/sec.)
