Huh? What Happened?

Well i was doing my quests in broken bow bluff and watching the TW bids. I noticed to two big guilds of the server bidding on a land. At the last second one of the guilds bidded and as soon as they bid the territory bidding ended. Is this allowed and im confused as of what happened.

    They probably bid at the last second before the bids period closed.
