NPC Bookmaster

I purchased a Blacksmith Skill book from this guy for 20K. I don't think I needed to buy it because I can't see it doing anything. I went to the Elder after purchasing, but don't see it do anything. He didn't mention it.
Did I need to purchase it? If so, what is it's purpose?

I think I wasted 20K.

    You get the books for free when you do the blacksmith or relevent manufacturing skill quest in the begining town

    So basically it is unneccessary. I planted my "shop" in front of the Bookmerchant and someone bought it from me for 15K, so I got most of my coins back. But, WHY would they have such an expensive item for sale that is unneccessary??? Makes no sense.

    I think it is for people who lost or sold the original book by accident...
