how to get rank 1?

at lv 30 i wana buy some rank 1 armour but how do you get a rank do you need a random amount of reputaition or somthing?

    Here are the Rank requirements for the different levels:

    Translations:
    Fame = Reputation
    Dragon City = Archosaur
    Dream Port = Dreamweaver
    Universal City = 1000 Streams

    It's pretty hard (if not impossible) to have the Reputation you need for levels 40 and on "on time."
