How to get soft coal?

I was on PW DB and when I was looking at soft coal it said it could be crafted somehow with nine coal powder, but it didn't say how. So...how? I have a bit of extra coal lying around and don't wanna go look for the higher grade stuff if I can just make it.

    You know its just easier to go farm the mats

    a 9:1 ratio sucks for it, plus the fact in the time it takes to get an answer in this thread you could've farmed 30+

    you can upgrade mats to higher ones here, not implemented

    To clear up any confusion, he meant to say "can't" instead of "can". Materials cannot be refined into higher level materials in this version of Perfect World.

    ok thanks. I was just wondering because I wasn't tough enough to go kill some of the creeps that carried the mats and was too cheap to buy them. oh well.
