Higher lvl mats

Where do you go to craft higher lvl mats (like purified oil) from lower lvl ones? Someone said that it was possible but I don't know how.
这儿没人会简体吗?

    to my knowledge, there isn't a way to do this.

    yea thats the reason why i put the "to my knowledge" in there. Because that site also confuses me about this subject. Maybe it was available on a different server other than PWI. unno b:surrender

    This has not been implemented into PWI. The other versions have this, but not us. :-(
