User Options - Hide Genies

Just one of those things which might be useful in towns, TW, events, to cut down on scene complexity. Turning this on will prevent any genies, both yours and other peoples, from being loaded or displayed in world. You will still be able to use genie skills through the genie window, it just hides the graphic portions in the world.

Might also help to make it so that when effects are lowered, genies further than 20 meters away are not shown, and closer than 20 meters, are shown simply as a small colored circle (similar to the sprite used for fist weapons).
