Can't connect

This is probably a basic issue so should be easy enough to figure out.
My friend installed/updated PWI on his parents PC
here are its relevant specs
PC: HP
connection: Direct to modem, no router, DSL internet connection via Verizon
Firewall: disabled
Sever status: online
Directx: he is now getting directx10

He has updated and everything, but when he tries to get on it times out any one have a guess as to why?

    I can't connect to the game nether in fact I can't get to se the chars list nether.
    I restarted the PC, verify the settingsa, all that I could think of but no chance to login b:cry

    The servers are down for maintenance, there is nothing wrong with your PCs
