Safe Mode?

Ok so I thought safe mode meant you couldn't kill anyone. I was grinding on foxwings in safe mode and I was bored so I used the Black Ice Dragon Strike to hit the mob and a BM was going towards the mob while I was channeling. I didn't think anything of it but then the BM got one shotted n' I became a red name in safe mode. I was like wtf... I guess safe mode on PvP server isn't completely safe 0.0

    Options
    if you hit CTRL and clicked the skill - that cancels any pk settings you might have.
