Can we get armor for rank 2 and 3?

Hi, I'm a level 48 bm, and I'm confused. I heard from someone that we can buy armor for every rank, but I can't find armor for rank 2. Can someone please help me? :)

    Rank 2 is obtained in Dreamweavers Port.

    you just get an armor for Rank II, pants for Rank III or I maybe wrong.
    The higher level rank equips are avalible at City of 1000 streams.

    The rank 2 belt is the only rank 2 equip i think. You also have to be leve 60 to use it im pretty sure.

    rank 2,3,and 4 equips are all available in dreamweaver but they all have a lvl requirement of 60

    That explains why I've never seen rank 4 chest plate. kind of useless since you most likely reach to rank 4 in your mid 70's or early 80's
