Missing Skills

For the past few days, I've been trying to find the tame skill trainer. Well, I found them...several of them, and NONE of the have tame available to learn. Now considering taming is a lvl 7 skill and my veno is lvl 15, I assume something is wrong. I ran into someone with similar problems, but she had less skills available than just tame. Its annoying as all hell, there are NO GMs anywhere, ever, and nobody who can seem to help me in any way shape or form.
I'm pretty sure its a bug, but if it doesn't get fixed, there are plenty of other games I could be not playing right now.

    Mission #2: Find Varicose Scorpion Certificate (266,689)
    Reward: Varicose Scorpion Pet Egg x1, Pet Healing Skill Book x1, Pet Revive Skill Book x1
    Feeding Pet
    Start NPC: Pet Skill Trainer Hu (257,644)
    Reward: Spring Water x200
    Second Part (req. lvl 7)

    Start NPC: Pet Skill Trainer Hu (257,644)
    1) Kill Rhinodrake Plainswalker to get the required item. They are close to Broken Bridge Village
    2) Go lay the nets you were given on the white flowers. They are located at the Desert of Echoes (209,
    587) Southwest of City of the Lost.
    3) Once you lay the traps, go the campfire at the same location and click on it. A monster should come
    out (Sacred Beast). Lead it into the middle of the flowers, and just wait until the nets trap it. It is
    invulnerable, so don't waste time trying to kill it.
    4) Return to Pet Skill Trainer Hu (257,644)
    Once you finish this quest you will be able to learn your new Tame skill so you can capture pets.
