I cant cast revive and i am of level to do so

Every time i gtry to buff a non squad member or revive a non squad member it wont let me do so, i have revive level two and i dont understand why i cant cast this spell on any one outside of my squad

    go to the shield under mini map, open it an see if you selected the non squad/faction buttons, if you did unselect them then you should be able to rez ppl
