Banned account cant submit tickets

Some of my friends have had their accounts banned for some reason or another and in the support section it says to submit a ticket if you are having issues of this sort. They cannot submit any tickets because they cannot log in to this site to submit the ticket. Now as i see it you have gone against your own policies in this manner. Due to this issue of not being able to submit a ticket they have tried to call The Perfect World Entertainment Phone number. This Number leads to a modem and not to any answering service or person. I myself have verified this by attempting to call the number. A correction to these issues of submitting tickets and/or the answering service would be and is appreciated.

    This is straight from the support area in regards to what to do when you account has been banned

    Use the Ticketing System and provide us the details of your situation. Do not post on the forums about it!

    You can submit a ticket not logged in. Has your friend tried that?
