blacksmith level up

Hi guys,

I was wondering how do I go about move up a level from a blacksmith. My meter reads 100% at level 1 but how do I level up to level 2 for a blacksmith?

    Congratulations, you're ready to learn the next level of skill.

    Return to an Elder, and select Learn Manufacturing Skill. The Blacksmith one should be lit up, you'll pay a little bit of spirit and coin to reach the next level of crafting.
