Chi Stone question

I am not sure if I am glitched or doing something wrong. I have never been able to make the Y'somethingorother chi stones from decomposing equipment.

I have lvl 1 weapon, armor and ornament skills. I buy a lvl 1 weapon, armor or ornament and it wont let me decompose it. There is nothing in the decompose to window. Can you not decompose lvl 1 items? If not how do you get them with only lvl 1 skills? Besides buying them of course.

    You can't deompose level 1 equips.
