Question to Wellspring Quaff Sage version

uhm i got a question to sage wizards. obviously, the sage version of wellspring gives a 100% increase in magic attack, but is that on your base magic attack or on ur weapon's magic attack or what, and is it really such a recognizable difference as it sounds? aaaand how long does that effect last? as long as wellspring itself? :O thx in advance b:victory

    actually its 100%of weapon damage for 15 secs as stated on pw-my en
    Holy: Increase 100% of magic attacks within 15 seconds, base on the Magic instrument attack damage
