Attack and Defense Levels

I have searched the forums about this but have not found an answer other than speculation, but I was wondering if anyone of you would happen to know how +attack and defense level attribute on equipment means? This will pretty much guide my decisions on my next item so I was wondering what kind of worth this carries or how it would affect me. Your answers in the past have been wonderful and I thank you all for any potential answers this time.

    Attack level = +1% more damage to an opponent per amount higher than the target's defense level. (IE: 100 damage with an attack level of 50 vs someone with a defense level of 0 becomes 150 damage)

    Defense level is the same, only for defense instead of attack.

    Well thank you for a speedy answer. The only thing is that I see only like +1 to attack level...from your description that hardly seems worth even considering due to it maybe being 25ish damage per plume shot at mid levels when such things are available.
