It depends on your character class.. As for me a cleric, i go to the cleric trainer.
Well i think it's kinda obvious in big towns and also you can track via your tracker.

every class has its own skill trainer. They are called / named like "Fen the Archer" or "Tang the Venomancer" i.e.. Most times you will find them all together on one place in the cities
So just click on the one which has your class in its name
justice might be blind - but i also see in darkness

If you have just started you need to increase in level and more skills will be available...just check back with skills trainer each time you level.

If you press "R" it will open up your skill page showing what skills you currently have. At the bottom right hand corner of that window there is a green arrow that says "Skill Tree". If you press that another window will pop up showing all the skills you can eventually get in your class. If you hover your cursor over a skill it will tell you all about it. It will also tell you what level you need to be in order to get the skill. Also in the description of the skill it will also show you at what levels you can upgrade skills at.

Easiest way... In which I still do it now =P

When you are in the city, click on the mini icon thingy at the most right bottom of your mini map. A box thing will appear... Search through the npc location in which you need to find (Eg: Blacksmith), double click on it, and the coords and arrow will appear...

the little green arrow below the mini map is very useful in cities, click on it then click on archer trainer or whatever your class is, when the name appers on the right column click on it and it ll auto path you to the trainer. if you get used to using it you wont have to ask people where anything is..

btw to get skills, you ll need required level, required amount of spirit points, required amount of coin AND required spiritual cultivation. just telling now so you wont get frustrated why you cant get some skill..good luck.
