Extraction/installation error

I get this error when I try to run the .exe file. I downloaded it from Onrpg

"Can not open file 'C:\Documents and Settings\Owner\Desktop\Perfect_World_International .exe' as archive"

I read another poster's topic who was told to right click and extract via winrar but when I right click it, there is no extraction option. How do I fix this problem?

    yeah dude i know this doesnt help but that was me that was my exact message and this guy told me to go to some website! It didnt work :(

    Well, I absolutely refuse to wait another 18 hours to download the game again, I'll just order the CD and be very impatient until it arrives >.>

    If I don't get a reply to fix this within an hour, I'll just go ahead and order it.
