How do i get a genie?

Ok, as you can see from the title this is about how to get a genie. i just want to know if you have to buy it,and if so where?Or if u get them from a quest what lvl do u have to be to get the quest also what is the quest called? pls anyone tell me/ how do i get a genie? again pls and thank you
