Question about Statuses and weapons

Nagging question.

So lets say I want to buy this slingshot. The regular attack rate for the slingshot is 0.71 attacks per second.

The slingshot I want has got a blue line at the top saying *Attack Rate 0.77 attacks per second* AND another blue line closer to the bottom saying *Interval between hits -0.1seconds*.

My question is, do those two statuses combine? Aka. 0.77 attacks per second combines with the -0.1s to have 0.83 attacks per second or does the 0.1s NOT combine with the 0.77 and combines with the baseline 0.71 to produce the 0.77 attack rate thats in blue? [the math in this case works out to 0.76 so not quite 0.77]

    The blue line means the - interval has been factored in good sir. Normally attack speeds are white.

    Actually Chappy_Happy, if you carry a few extra decimals it 0.764. So it would have to round up a lot more.hmmm
