Is it possible to outlevel FB?

I am level 31 as of now, and still have not received my "Call to Duty" FB for level 29. I checked the guides and found out there was one mission I had to do before I was able to get it.
I don't have that mission listed on my quest log, and i'm afraid I'll be lvl 32 by the time i get to the point where I can finally get the FB. Will that prevent me from being able to get FB29, or can I get it anytime before it's time for FB39?

    you will get the tab when you will finish all your yellow quests - don't worry, the tab will come to you :-)
    just don't forget you need the tab and not only "to kill quinzi" quest

    I'm not sure of the exact number but you can actually outlevel getting the tabs. It's like 10-15 levels, maybe more. Once you have the tabs though you can hold them as long as you like.
