Human Quest:Work Together I NEED HELP

I dont know why, but it will not let me start the quest work together.
Ive been looking online for help, and nothing has helped.

Work Together
1. Speak to Guard Captain Ning (577, 894)
Time limit: 45:00min
-Kill 20 Sharpclaw Lynxus (Found on east shore of Everflow across the road from the Tower of Darkness. Also located on Ancient Peak.)
2. Report to Guard Captain Ning (577, 894)
-Reward (Gold: 1300 Exp: 2130 SP: 500 Rep: 2)

When i talk to him and click quests it shows "work together" and it has a gray dot beside it. after i click on it he says something like you need a swordmaster and a wizard to do this quest, so i got a wizard in a squad with me (im a blademaster) and i clicked on him, the quest didnt start for me, but it did for the wizard.

    You need to level up once before you can take that quest it becomes visible one level before its actually available, it can be done completely solo you dont need a party although that will make it faster.
