purified oil

Well, I need a load of purified oil but the problem is that is a pain to get. I saw on the pwdatabase that there is a recipie for it using 9 grease. However it doesn't say you get it anywhere which leads me to believe you learn it at some point or some other item teaches it to you. So my quesion is how do i get this recipie?
