problems with apothecary's 4th lvl

hi,
i hv problem with my 4th lvl of apothecary skill.
I hv 30/30 done and took quest for 4th lvl. i went to apothecary in dreamwever port, outskirts (this location was said in the quest) and talked to him. as i remember, he said that i should talk to elder. and nothing happaned.
i dont hv available quest for lvl 4, dont hv lvl 4 of apothecary skill and cant buy the book for lvl 4. dont know what i hv to do, pls help.

    Go back to Huajen and purchase an intermediate apothecary book fro 52.5k gold then take it to elder to lvl up
