    Lightning is to PvP (LA and HA users) as is butter to bread.

    You're on a PvE server so I'd say let it slide for now until you have atleast leveled the passives, frost and blazing (winged shell if you want - but depends on style). I didn't touch lightning skills until lvl 60 onwards.

    In my personal experience, the Lightning skills in the mid levels do a lot of damage, but also take a huge chunk of mana. If u want lightning, u better have the Winged Pledge to back it up.

    As has been said: prioritise your passives and your 'grinding' skills in the first instance.

    I have level 1 in all lightning skills to date. I don't intend to level them until I've finished with my passives and grinding skills. I'll only ever use them if I happen to miss a large number of times and the enemy is on top of me with over 1/2 of their life bar intact.

    Like me, you're on a PvE server. No need to consider them yet unless you're heading in to TW or looking to entering PK Mode.
