Qs: PvP and server changes

I got two small questions for you guys, and I'll keep them short:
1) What are the limits on PvP? (can you attack anyone? anyone within X levels of your own? etc)

2) Is it possible to move your character from one server to another?

    I can answer the second question and as far as I know there is no way to move your Character from one sever to another. I do not PVP so I can't answer the first.

    you can start killing anyone at lvl30 for your first question. my char on pvp only kills higher than me so i dont know about killing anyone bellow my lvl

    Limits for pvp? Hmm you can only start PVP at 30+ after that you can attack anyone and anyone can attack you.

    NO you cannot move your character from server to server.

    1) You are free to PvP once you hit level 30, however, the players under level 30 (blue-named) are off-limits. Apart from the blue-names, any one can attack anyone.
    2)No, you cannot switch servers
