can a lvl 1 veno carry phoenix?

I heard a lot about phoenix venoes and they are all high levels. So I have a question: can a level veno carry a phoenix? money is not the problem, I just want to know the possibility.

    Level is irrelevant. Just get the feathers and you're good to go. Same goes for herc.
