Frstcovered city Squad Mode?

Hi everyone forgive me if this is the wrong area. But I finally finished that bothersome Comforting Jade quest for FrostCovered City. I went to turn it in and i don't seem to be able to open squad mode nor was i awarded the rewards for quest either. What Happened?
need to change my tz

    You can open squad mode if u had finished comfronting jade quest. All u need is minimum 4 ppl squad,to open squad mode, and you need ultimate orbs aswell..
    b:victory 1st BM on Sanctuary to have DragonSeekers ...IT ROCKS.Never know until u try it xD
