Noob archer needs help?!?!

Well i just turned lvl 9 and i want to get new skills like frost arrow, wing blessing and winged shell but it seems i can't get it cuz i'm lacking something spiritual. Is that chi? If so how do i get chi? Plz and thank you.

    Have you completed your cultivation quests? (Cultivation quests will have tan/orange lettering. Equipment quests will have blue lettering.)
