IP address from banned region

I was wondering if there is anyway to prevent this as this is starting to become a common issue and has happened several times now. Usually when my net starts lagging and I disconnect a lot my account gets banned for being in a banned region. This then takes several days to resolve and I lose a lot of time. What i've been trying to do is not log in until my net becomes stable but then I find that I have been banned after waiting several hours. Also I don't live anywhere close to a banned region and my ISP only offers internet to one region which is not a banned region.
