Decomposing level

So I remember decomposing stuff before and thought I had an understanding of what level of craft I need to decompose an item of a certain level.

My understanding before was as follows:

level 1 craft ---> can decompose level 2 items
level 2 craft ---> can decompose level 3 and lower
level 3 craft ---> can decompose level 4 and lower

This seemed right to me and was consistent with what I was able to do at the lower levels. However coming close to level 50 (which is required to get level 4 craft) I am now picking up items that are level 6. This doesn't seem natural to my level progression to all of a sudden have the need to get level 6 crafting (to decompose, I am assuming, level 7 items I will be picking up at 50), since I will have just reached the requirements to get level 4 crafting.

So I am asking if the formula changes after level 4 crafting? Heck is my formula wrong for my current levels as well? Any suggestions on the level requirements in decomposing x level equipment would be appreciated.

    The reason it gets more confusing is because I noticed a post from someone talking about decomposing a level 70 equip item and he only has level 4 craft. This makes things very confusing for me.

    You can decompose gear that's at th same level as what you can manufacture.

    IE: Level 1 blacksmith can decompose up to level 2 weapons. Level 2 gets to decompose up to level 4 weapons, etc.
