Apothercary

I am currently lvl3 apothercary. I go to the elder to ugrade to 4 and it says unable to learn this skill. Though I am maxed out 30/30 and it is highlighted that I can learn it. I am lvl66 so I know I am high enough lvl to manufacture and learn this skill. I click on find quest but theres nothing there. Did I miss a step to become lvl4 apothercary?

    There is a separate quest....you have to buy a book...here is the quest...

    Path of Apothecary

    Required LVL: 50
    Start NPC: Herb Gatherer of Dreaming,Outskirts, Huajen (618, 390)
    Reward: Exp (500)

    Speak with Huajen again to view his Mechandise List and buy the item "Apprentrice Pharmacist" for 52,500 gold.

    With the item "Apprentrice Pharmacist" in your inventory, speak to the "Elder" to learn your level 4 Pharmacist skill.
