Camera Settings?

I've seen a lot of people who post videos seemingly able to free control their camera angels and such in game (able to scroll up and down instead of just use the roller on the mouse to zoom in and out). I've recently learned how to take video in game, and I would really love to learn if/how to move the camera around. Thanks ^^

    press F9 while in the game ^.^

    then press the arrows
