Simple: practice. When you go into the crafting menu, you'll see a bar at the top right of the menu. As you craft items of the appropriate skill level, that bar will fill up with green. When it's entirely filled, you can go to the elder to upgrade the skill. This works until skill lvl 3. To get skill lvl 4, you have to not only do that, but also do a lvl 50 quest for each craft.

For a little advice, it doesn't matter what you make, as long as it requires that skill level. For example, to upgrade blacksmithing from lvl 1, you have to make weapons that require lvl 1 blacksmithing (the only ones you can actually make). It doesn't matter which one you make, so go for the cheapest materials-wise. I think you need to make a total of 12 for each lvl. Once you have blacksmithing lvl 2, the items that require lvl 1 won't fill your bar anymore. If you need those items, go ahead and make some, but they aren't 'practice' any more.

Once you get to skill level 3, look at the level 50 quests even if you aren't 50 yet. They require you to make three 2-star items (all except apothecary). If you're going to make stuff to raise skill, make those items. If you raise skill making the cheapest-to-make items first, you'll max your skill out, then still have to make those items anyway for the quest. So it's cheaper to raise skill by making those items first. Then if you're not maxed out, max it out with the cheapest-to-make items. (I keep telling this to people but they keep ignoring me - it's your money I'm trying to save ya, if you wanna waste it it's no skin of my nose.)

The blacksmithing one is particularly brutal - each attempt needs like 60k-80k worth of materials.
