How do you load a reference picture?

I am trying to get a reference picture for creating a character, but I can't figure it out. Is there a certain way you have to save it? Or some way to load a picture? Thanks in advance for any help.

    Save the picture in C:\Perfect World Entertainment\Perfect World International\element\userdata\userpic (default directory)

    oops meant that is in like 2 minutes within a new post ur on it like me on trying to name my pet illegally.
