Lvl 4 soulgems?

Is there a NPC that sells Lvl 4 soulgems? Or am I stuck buying them from players at 10,000 + coins a pieces?

    You can make them yourself at a Jewelcraftsman, but you can only buy lvl 1 and lvl 5 stones.

    no just level 1s and level 5s... to make a level 4 buy 27 level 1s and go to a jewelcraftsman and combine them .. 3 level 1s for a level 2.. 9 level 1s for a level 3 (3 level 2s).. 27 level 1s for a level 4 (3 level 3s)

    And 10k-14k for a level 4 from a player is actually cheaper than making them yourself because 27 level 1 shards cost 14,310 coins.
