How do I get better soulgems/shards?

I've been looking all over for these but I can't find them in the AH or anything. I want to add more HP to my armor but the ones sold by the general merchants are level 1 and really not worth it for me. I've checked the auction house and merchants in other cities but I can't find these. How do I get them?

(I need them for my level 20 character)

    I thought the merchants sold higher than level 1, but if you really can't find them then I know you can fuse multiple of a lower level gem into a higher level one at the jewelcraftsman...if that helps you at all.

    if you go to the jewels craftman he sells shards for 60k :P

    Thank you soooooooo much everyone. I had no clue! I'd never spoken to the Jewelcraftsman before! And thank you for the quick replies!

    The ones the jewelcraftsman sells are level 5 stones/shards. If you want anything in between 1 and 5 you'll need to combine them at the jewelcraftsman. So, 3 level 1 shards will make a level 2. 3 level2 shards will make level 3.
