Those shards you can get from the Merchants, or that randomly drop from monsters you kill, but, depending on what level of gear it is, how long you intend to keep using etc etc etc will determine if it's worth imbuing a shard into a socket especially the higher level shard the gear can take. Sometimes I do, othertimes, not so much. Like, on one of my toons, I've put imbued most of the sockets in the gear, but not all of them since those pieces are going to be replaced soon, and the rest is going to be used for the next 10 or so levels.

So, if the gear is going to be used long enough to make it a worthwhile investment, and you can afford it, go ahead, otherwise, don't bother.

I'm lv34 and I've yet to imbue one, as the gems are relatively valuable and leveling makes the old items worthless to me anyway.

So, I suggest you save any soulgems you find for later.
You can combine three of same grade and type for one of the better grade at the jeweler NPCs.

I'd say that unless you'll keep your current equipment for more than a week of daily playing... Don't put anything above a Blemished into the gear - it gets too expensive otherwise. If you keep it for ~two weeks of daily playing, put in an average shard. If you know you'll use the item for longer... Flawless or above.

Basically, keep in mind that gear gets an "upgrade" about every tenth level - level 25, you get new bracers, 26 you get new boots, ect... So the longer that you know you'll stay within the same ten levels, the more it's worth putting shards in because their effect lasts longer.
