crafting mats

can i use low lvl mats for crafting higher lvl mats....like it says on pwdatabase.......and if i can where can i craft......coords please........thnx.......and some explanation about lvl 4 apothecary skill please.....i ahve no idea how to lvl up the skill....thnx
