Blacksmithing; iso help, i'm so confused

Ok so i learned blacksmith lvl1 when i started, but haven't used it due to being broke.

Now i'm trying to make my HH60 weapon and i need lvl4 blacksmith.

How can i create items to raise my blacksmithing when the lowest item i can create requires lvl4 blacksmith.

Someone please explain this to me, my guild is clueless.

    Nvm, i was informed that i have to go to one of the starting cities.
