Help~ I somehow cannot learn Razor Feathers Lvl 1...

The situation is like the title said.

I'm now at lv.31, and have aware of harmony. How come I cannot learn Razor Feathers?? It doesn't make any sense to me.

    I suppose you have to lvl up the skill before it. Check the skill tree.
