Upgrading my Craftsman Skill

I am a level 50 Wizard. My manufacturing skills are at L3 with Tailor skill at 30/30.
I have talked with the Elder and am unable to upgrade to L4.

What gives?

    There's a quest you have to do first, elders should be able to give it to you.

    How do you manufacture 2 star items? The craftsman only has 1 star items. I have 2 star items which I have manufactured in the past, is by chance you get a 2 star ornament?
