Cant find The Elder Near the lost city

Cant find the Elder in the lost city. He is just unfindable if someone can help me PLZ HELP ME!!!!

I KNOW IM KIND OF A NOOB. WHO CARES!!!! NOOBS ARE SICK!!!

    There's a large set of stairs (or something that looks like that). He's on the top one, near the southwest of the town.

    Near the teleport master there is a large set of stairs, about half way up is the elder. He is by a bunch of generals and kungfu guys and stuff like that. It is kinda hard to miss. He is almost directly below Chin the Referee or whatever it is called.
