    You can do it at any level.

    Press E to open up the panal

    Select the shop item (its the one on the right of two in the last but one section)
    Drag the items you wish to sell into the left hand top section, (if you are buying its the top right hand section) select the price and then when you are ready select ok or whatever its called.

    all you have to do is hit E then click the shop key (next to trade), after tat drag what you want to sell from your bag to the selling block and set its price. After that give your shop a name and you're ready to go, als though you will turn bac to your regular form if you click the X on the shop or if you sell (or if you choose to buy then after you've bought everything listed) everything in your shop.
