When should "the spring event monster" spawn

I was wondering that cause I have several fireworks but I cannot find the monster at all.

I need GMT time pls.
My people, some of them have run away to the hills
and have no shelter. No food, no one knows where they are,
hear me my chiefs, I am tired. My heart is sick and sad,
I will fight no more....

    Hello,

    The Nien Beast spawns in North Archosaur in the same area where Blabbermouth appears.

    The Nien Beast will spawn randomly between the times of 10:00AM - 12:00AM PST (That's 6:00PM - 8:00AM GMT) He will spawn automatically at 10:00AM PST (6:00PM GMT). After he has been scared away the first time, he will re-spawn again randomly throughout the day.

    Please note that the monster will disappear during the times of 12:00AM - 10:00AM PST (That's 8:00AM - 6:00PM GMT). During these times the Temple Fair NPCs will appear for users to turn in the Broken Red Paper for goodies.
