Leveling my Crafting Skills

I am currently level 3 in all crafting skills. All of my skills are leveling to 4 and my tailor skill is 30/30 and stuck there. I have talked to the Elder and Tailor with no options to level up.

    You need to reach lvl 50 and do a quest to advance to lvl 4.
