How do I make a faction

How do I make a faction? I have tried talking to the faction supervisor but all I see is the information on factions. I am lvl 24 and I have the 100,000 coins

    To make a faction you go to the faction supervisor these are the coordinates 585, 665

    You dont make one. You join Arcadia because it will be the best one. We will rule all of perfect world together. If you make a faction you will just lose it because we will take it over. don't waste your money. come to Arcadia. You will be greatly rewarded.

    An Executor, Marshal, Director, or Leader can invite you to a faction, that's how you join. b:cute
