Riddle Editor

I clicked my quest finder button and got a message that the Riddle Editor was looking for me. Anybody know where this is? If so let me know. Thanks alot.

    I noticed that I didn't get the Riddle Editor quest until I'd gotten my first piece of broken red paper. If I am to make any judgement based on what the event page tells (and a singular experience of my own just when the event was new), then the NPCs accepting broken red paper will appear once the Beast has been scared off with fireworks. Just doesn't give a great amount of time.

    i'm guess its got something to do with the riddle lanterns in the middle of archo...
